Why are my funds being held in the deposit limit?

A deposit limit is set on each account to cover potential chargebacks, returns, unshipped merchandise, refunds, and/or unfulfilled services. It acts as a buffer between the time payments are processed into Chase and the time a user can withdraw these funds, in order to mitigate the risk involved with allowing funds to be withdrawn immediately.
